Shale Oil Production

Estonia, uniquely in the world, has used oil shale to produce electricity, heat, gas and oil for a full century. The nation is living proof that the oil shale industry can be viable long-term and can keep pace with increasingly stringent environmental regulations. Of nations in the European Union, Estonia is the least dependent on imported energy and one of the few countries in the world possessing self-sufficient electricity production. The oil shale industry contributes 4–5% of the Estonian GDP and contributes 300 million euros annually to the state budget.

Enefit has been producing oil from oil shale since 1980 using the solid heat carrier technology. Its current capacity is near 3 million barrels per Year. After decades of research and development, the company has designed the most efficient technology available for the commercial production of shale oil – the Enefit280.

Enefit280 process has demonstrated lowest environmental impacts compared to other industrial retorting plants.

MAXIMUM VALUE AND MARKETABILITY OF SHALE OIL PRODUCTS

Shale oil is a unique mixture of hundreds of different hydrocarbons, which provides a wide variety of business opportunities. Shale oil may be converted very efficiently into diesel and several by-products may be produced from it. Enefit is analyzing various solutions in Estonia to maximize the value and marketability of shale oil products. We are developing a shale oil upgrading solution in three phases, beginning with solutions which generate revenues most quickly.

  • Gasoline Recovery. Using conventional gas processing technology, Enefit is developing a gasoline recovery unit to recover six tons per hour of shale gasoline from semi-coke gas streams from the oil plant.
  • Hydrotreating Shale Gasoline.
  • Shale oil refining complex.

SHALE OIL PRODUCTS

    Shale oil products can be used in refineries to produce transportation fuels, as fertilizers by extracting Sulphur, in petrochemical industry to produce polymers, for inland heating as a blending component, as solvents and as marine fuel.

Enefit Outotec Technology (EOT) is a joint venture of Enefit and Outotec established in 2009. EOT features an in-house R&D laboratory, an engineering team, and pilot testing facilities. By providing multi-level studies and test work and project execution support, EOT helps oil shale developers to fulfil shale oil projects all around the world.

Enefit Bench Scale plant



  • Based at EOT's R&D centre in Frankfurt am Main, Germany.
  • Oil shale processing capacity: 300 kg of oil shale per hour.
  • Heat carrier ash for the retorting process is produced in combination with a 700 mm CFB combustion plant.
  • Purpose of the plant: to test various oil shales on a larger scale using Enefit Technology, to obtain further input data for engineering, and to produce raw shale oil samples for upgrade test runs.
  • Commissioned in June 2013
  • Test runs performed with oil shales from Estonia and the USA.

Enefit Pilot plant



  • Located at EOT's R&D centre in Frankfurt am Main, Germany.
  • Oil shale processing capacity: 15 kg of oil shale per hour.
  • Purpose of the plant: to test various oil shales with Enefit Technology and to retrieve input data for engineering studies and design.
  • Commissioned in November 2010.
  • Test runs performed with oil shales from Estonia, Jordan, the USA and China.
